Skill Versus Certificate: Why India Produces Degrees Faster Than It Produces Employability


A framed certificate, and a WhatsApp forward

Aarav keeps his B.Com degree in a frame on his bedroom wall, next to a photo of his convocation day , cap thrown, family beaming, the whole choreography of a milestone his parents had been saving toward since before he could walk. He graduated two years ago, second-class honours, from a reasonably well-regarded college in a state capital. Since then, he has sent out, by his own rough count, over 300 job applications. He has had eleven interviews. He has zero offers.

What Aarav has instead is a WhatsApp group , eighteen former classmates, all graduates, all searching, sharing openings the moment they appear, screenshotting rejection emails half as a warning system and half as dark comedy. Someone in the group calls it "the alumni association nobody asked for." The joke lands because everyone in it recognises the shape of their own year.

Aarav is not unusual, and this is not a story about one underqualified student or one weak college. It is India's quietest, least dramatic education crisis , the one that doesn't produce a viral headline about a school building collapsing or an exam paper leaking, because it doesn't happen all at once. It happens slowly, individually, in bedrooms with framed degrees, across a WhatsApp group that keeps growing.

Those three pieces traced a chain: teacher vacancies compound into foundational learning gaps, which families try to paper over with private tuition. This piece follows that same chain to its final, most consequential link. What happens, a decade later, when a system that never quite taught a child to read fluently at eight is asked to produce a job-ready, competent graduate at twenty-two?

Part I: The Number That Should Worry Everyone, However You Slice It

Ask three different, credible Indian sources what percentage of the country's graduates are actually employable, and you will get three meaningfully different answers , which is, in itself, the first thing worth understanding about this crisis. The measurement is contested precisely because the underlying reality is uncomfortable enough that different methodologies produce different comfort levels.

The India Skills Report 2025, prepared by Wheebox in partnership with the Confederation of Indian Industry, AICTE and the Association of Indian Universities, drawing on the Global Employability Test administered to over 6.5 lakh candidates, put overall graduate employability at 54.81% in 2025 , up from 51.25% in 2024, and a genuine, decade-long improvement from around 33% roughly ten years earlier. Read generously, this is a real success story: a national employability rate that has climbed by nearly twenty percentage points over a decade.

Read less generously , and just as accurately, from the very same report , it means 45% of India's graduating class, in the report's own framing, is not considered work-ready the moment they leave campus. Nearly one in two.

The Mercer-Mettl India Graduate Skill Index 2025, drawing on data across 2,700 campuses and over one million students, tells a considerably starker story: overall graduate employability at just 42.6% in 2024, actually down from 44.3% the year before , a genuine decline, not merely a slower rate of improvement, driven primarily by a widening gap in non-technical, soft skills like communication, creativity, and problem-solving, even as narrowly technical proficiency showed modest gains.

The gap between these two credible, methodologically serious reports , roughly 55% versus roughly 43% , is itself instructive. It tells you that "employability" in India is not a settled, agreed-upon fact waiting to be reported; it is a genuinely contested measurement, and even the more optimistic of the two major reports concedes that close to half the graduating class isn't ready for the workforce it's about to enter.

Layered on top of both: the India Skills Report 2026, the most recent edition, found employability for graduates of Industrial Training Institutes and polytechnics, the very institutions India's vocational and technical training system is built around, sitting at just 45.95% and 32.92% respectively. If even the purpose-built vocational track is producing employability rates this low, the crisis is not confined to traditional academic degrees; it runs through the entire post-school system.

Part II: The Gap Nobody Designed on Purpose

No single actor in Indian education set out to build a system that produces degrees faster than it produces employable graduates. Like the Tuition Republic explored in our earlier piece, this outcome emerges from a set of individually reasonable decisions and structural incentives that, in combination, point the wrong way.

The credential became the goal, because for decades, it functioned as one. In an economy where formal-sector jobs were scarce and a degree was the primary, often the only, legible signal of competence available to employers, families rationally optimised for the credential itself, the framed certificate, because it was, for a long stretch of India's post-independence economic history, close to sufficient. That signal has steadily decoupled from the underlying competence it was meant to represent, even as the behaviour it produced (optimise for the degree, not the skill) has persisted well past the point where the decoupling became obvious.

Curricula update slower than industry demand shifts. A university syllabus, once approved through India's often multi-layered academic council and regulatory approval process, can remain substantively unchanged for years, even as the specific tools, platforms, and skill sets employers are hiring for shift on a much faster cycle, particularly in technology-adjacent fields, where the World Economic Forum's Future of Jobs Report 2023 projected that roughly half of all employees globally would need meaningful reskilling by 2025, a timeline that has already arrived. A student who spent three or four years mastering a syllabus finalised before they enrolled can graduate into a job market that has already moved on.

Soft skills remain the least-taught, most-demanded competency. Both major employability reports converge on this point despite their differing overall numbers: the widest and, per Mercer-Mettl's 2025 data, widening gap sits not in narrow technical knowledge but in communication, creativity, problem-solving and adaptability, skills that Indian classroom pedagogy, still heavily weighted toward content delivery and exam-oriented rote learning, as our earlier piece on "Rote to Reasoning" explored, structurally under-develops relative to how heavily employers now weight them in hiring decisions.

Vocational education carries a social stigma that policy hasn't yet dislodged. As far back as the 12th Five-Year Plan period, less than 5% of Indian workers aged 19–24 had received any formal vocational training, compared to 52% in the United States, 75% in Germany, and a striking 96% in South Korea, a gap that reflects not a lack of policy attention (India has run vocational education initiatives since the 1964 Kothari Commission) but a persistent cultural hierarchy that treats the academic degree as prestigious and the vocational certificate as a fallback for students who couldn't secure an academic seat. NEP 2020's own vocational education chapter explicitly names dismantling this stigma as a core objective, not merely a logistical one.

And underneath all of it sits the foundational gap this series has already traced. A student who moved through primary school without fully securing foundational reading and numeracy, as documented in our Learning Poverty piece, and who then experienced years of teacher vacancies and multigrade, undertrained instruction, as documented in The Substitute Economy, arrives at higher education already carrying a deficit that a few years of college coursework, however well-designed, cannot fully reverse. Employability, in this light, is not solely a higher-education problem to be solved with better final-year internship programmes; it is the accumulated, compounded output of every stage of schooling that preceded it.

Part III: Who Is Actually Employable, and What That Tells Us

The stream-by-stream and state-by-state breakdown of India's employability data is, in some ways, more informative than the national headline figure, because it reveals which parts of the system are working and why.

By stream, the India Skills Report 2026 shows Computer Science and IT engineering graduates leading the field at roughly 80% and 78% employability respectively, driven explicitly by demand in AI, data analytics and automation-adjacent roles. Engineering overall holds steady around 70%. MBA employability, by contrast, declined from 78% to roughly 73% between the 2025 and 2026 editions of the report, a signal, per the report's own framing, of industry shifting toward applied, cross-domain managerial expertise rather than the generalist management credential that MBA programmes have traditionally sold. Commerce, science and arts graduates, historically the streams with the weakest employability numbers, all showed meaningful year-on-year gains in the most recent report , commerce jumping to nearly 63% from 55%, science to 61%, arts to over 55%, attributed to digital transformation genuinely broadening the range of roles these graduates can credibly compete for.

By gender, the data tells a genuinely striking and under-discussed story. Mercer-Mettl's 2025 report found women's employability falling from 50.9% to 47.5% year-on-year even as men's rose slightly, widening the gender employability gap to nearly six percentage points and, in the report's own words, undoing recent progress. Yet the most recent India Skills Report 2026 found the opposite: women's employability rising sharply to 54%, overtaking men at 51.5% for the first time in five years. Two credible reports, two contradictory gender trends, in successive years, a reminder that this entire field of measurement remains genuinely volatile and worth tracking longitudinally rather than trusting any single year's headline.

By state, employability clusters heavily around a handful of states with strong higher-education ecosystems and dense industry presence, Maharashtra, Delhi, Karnataka, Himachal Pradesh and Punjab appear near the top across multiple reports and editions , while large, populous states with weaker higher-education infrastructure lag well behind. This geographic clustering echoes precisely the pattern our Substitute Economy piece documented in teacher vacancies: the same handful of states carrying disproportionate weight on both the input side (teacher shortages) and the output side (graduate employability), suggesting the two are not coincidentally correlated but causally linked.

By vocational versus academic track, the picture is genuinely sobering, and arguably the most policy-relevant finding in the entire dataset: ITI graduates at roughly 46% employability and polytechnic graduates at under 33%, well below even the more pessimistic academic-degree employability figures. This matters enormously for NEP 2020's own strategy, since the policy's central mechanism for closing the employability gap explicitly runs through vocational education, a target of 50% of students gaining vocational exposure by 2025, later extended toward 2030 in some formulations. If the vocational track itself is currently producing weaker employability outcomes than the academic track it's meant to complement, scaling that track without simultaneously improving its quality risks producing more graduates with more credentials and, once again, not proportionately more employability.

Part IV: What Employers Are Actually Saying

Conversations with hiring managers across sectors converge on a consistent, specific complaint that goes well beyond the aggregate statistics: it is rarely a candidate's technical knowledge, narrowly defined, that disqualifies them at interview stage. It is the inability to apply that knowledge to an unfamiliar, real-world problem that doesn't resemble the exact textbook example they memorised.

A hiring manager at a mid-sized technology firm, reviewing engineering graduates for entry-level software roles, described a now-familiar pattern: candidates who can correctly recite a data structure's theoretical properties in an interview, but freeze when asked to reason through which structure to apply to a genuinely novel problem they haven't seen before, precisely the "rote versus reasoning" distinction our earlier Knowledge Garden piece explored at the school level, reappearing, essentially unchanged, at the point of hire a decade later.

An HR lead at a services-sector company echoed the soft-skills finding from both major employability reports directly: technical screening rounds increasingly produce a large pool of similarly-qualified candidates on paper, and the deciding factor in final rounds is now overwhelmingly communication clarity, structured problem articulation, and comfort with ambiguity, precisely the competencies both the Mercer-Mettl and Wheebox reports identify as the widest and most persistent gap in India's graduate output, and precisely the competencies a rote-memorisation-oriented school and college system is least structurally equipped to build.

Part V: What NEP 2020 Already Gets Right , And Where Implementation Is Lagging

It would be inaccurate, and unhelpful, to treat this crisis as a policy blind spot. NEP 2020 identifies almost every structural cause traced above with real precision. Its vocational education chapter explicitly names the academic-vocational stigma as a target for dismantling, not merely a side effect to manage. Its introduction of vocational exposure from Grade 6 , hands-on courses in carpentry, electrical work, gardening, and other practical crafts, integrated into mainstream schooling rather than siloed into a separate, lower-status track, is a structurally sound response to a problem India has recognised, in policy terms, since at least the 1964 Kothari Commission. The Academic Bank of Credits, allowing students to accumulate and transfer credits across vocational and academic coursework, is a genuine attempt to dissolve the rigid streaming that has historically locked a fourteen-year-old's choice of vocational versus academic track into a decision they're unlikely to be equipped to make well.

Where the record is more mixed is implementation pace against the policy's own stated targets. The 50%-vocational-exposure-by-2025 target, tracked across multiple recent policy reviews, appears to be running well behind schedule in practice, even as the broader direction is sound , a pattern consistent with what our Substitute Economy piece documented about the gap between a policy's stated ambition and the recruitment, training and deployment machinery required to actually deliver it at scale. A target is not the same as an outcome, and the employability data above suggests the outcome, at least so far, is arriving more slowly and more unevenly than the policy's 2025 deadline anticipated.

Part VI: What Each Audience Can Actually Do

For students, including Aarav: The single highest-leverage decision available before graduation, given everything the data above shows, is prioritising applied, project-based experience, internships, live industry problems, genuinely unfamiliar problem sets , over additional credential accumulation for its own sake. The India Skills Report's own data found a striking 93% of surveyed students expressing interest in internships specifically because they recognise, correctly, that practical experience closes exactly the gap employers report as widest.

For parents: The instinct to optimise a child's education entirely around credential prestige , the "best" college, the most recognised degree name, deserves the same scrutiny this series applied to tuition spending in general. A credential from a well-regarded institution remains genuinely valuable as a signal, but the data above suggests it is no longer, on its own, a reliable proxy for employability; the stream chosen, the practical exposure gained alongside it, and the soft-skill development a student pursues independently now matter at least as much as the name on the certificate.

For schools and teachers, well before higher education begins: Given that employability gaps trace back through the entire schooling pipeline, as this piece has argued, the K-12-level interventions explored throughout this series, protected foundational reading time, structured pedagogy that builds reasoning rather than recitation, exposure to hands-on vocational crafts from Grade 6 as NEP 2020 envisions, are not tangential to the employability crisis. They are its earliest, cheapest, highest-leverage point of intervention, years before a student ever submits a job application.

For colleges and universities: Faster curriculum review cycles, built with structured, ongoing industry input rather than periodic, slow-moving academic council revisions, would directly address the lag between what's taught and what's currently in demand, a lag both major employability reports implicitly identify as a central driver of the gap.

For vocational and technical education providers, including ITIs and polytechnics: The unusually low employability figures in this specific track, well below even the more pessimistic academic-degree numbers, deserve urgent, targeted attention, since scaling enrolment in vocational education without first closing this quality gap risks NEP 2020 achieving its access target while missing its underlying employability goal entirely.

For employers and industry bodies: Structured, sustained partnerships with universities on curriculum design and applied project work, rather than engaging only at the final-year placement stage, would move industry input earlier in the pipeline, where it can shape what students learn rather than simply screening, after the fact, who among them happened to learn the right things.

For the Ministry of Education and policymakers: Given the sharp state-level clustering in both teacher vacancy data and employability outcomes documented across this series, a genuinely differentiated, state- and district-targeted implementation strategy for NEP 2020's vocational and skilling targets,rather than a uniform national timeline applied evenly across states starting from very different baselines, would likely close the gap between the policy's ambition and its current, uneven pace of delivery.

Closing: The Certificate Was Never the Point

Aarav's framed degree is not worthless, and this piece is not an argument against the value of formal education, that would be a strange, ungrateful conclusion for a series so concerned with closing India's foundational learning gaps in the first place. It is an argument that the credential and the competence it was designed to represent have drifted apart, gradually and mostly invisibly, across two decades of an education system that expanded access far faster than it secured learning at every stage along the way.

That drift is traceable, step by step, through every piece in this series: a teacher vacancy that becomes a multigrade classroom, that becomes a child who reaches Class 3 without secure foundational reading, that becomes a family paying for tuition to paper over a gap the school day didn't close, that becomes a college student who can recite a syllabus but struggles to reason through an unfamiliar problem, that becomes, eventually, a framed certificate on a bedroom wall and three hundred job applications with eleven interviews and no offers.

None of this is inevitable, and none of it requires a discovery not already available. NEP 2020 has, on paper, identified nearly every lever this piece has traced. What remains, as it has at every stage of this series, is the slower, less glamorous work of actually pulling those levers, consistently, at the pace and the scale the millions of Aaravs currently building their own quiet WhatsApp support groups deserve.
